</span>根据福建省人民政府闽政地〔2019〕662号批准的《征收土地方案》，南安市自然资源局对被征地村（居）委会征地补偿登记进行复核，拟定了《征地补偿安置方案》。根据《中华人民共和国土地管理法》第48条、《中华人民共和国土地管理法实施条例》第25条、《福建省实施<中华人民共和国土地管理法>办法》第23条、《征收土地公告办法》第8条规定，现制定如下征收土地补偿安置方案：</p><p><br> <strong>一、征收土地的位置、地类、面积</strong><br></p><p><br></p><p> <span style='color: rgb(0, 82, 255);'>（一）石井镇和美村</span><br></p><p> 征收石井镇和美村集体土地面积0.6422公顷，其四至：略，详见南安市2019-06-01地块勘测定界图。各种地类：水浇地0.4141公顷、园地0.0074公顷、其他农用地0.0544公顷、城镇村及工矿用地0.1663公顷。</p><p><br></p><p> <span style='color: rgb(0, 82, 255);'>（二）石井镇田东村</span></p><p> 征收石井镇田东村集体土地面积3.2959公顷，其四至：略，详见南安市2019-06-01地块勘测定界图。各种地类：水浇地0.7404公顷、旱地0.3062公顷、其他农用地0.2569公顷、城镇村及工矿用地1.7740公顷、交通运输用地0.2184公顷。</p><p><br></p><p> <span style='color: rgb(0, 82, 255);'> （三）石井镇仙景村</span></p><p> 征收石井镇仙景村集体土地面积7.4169公顷，其四至：略，详见南安市2019-06-01地块勘测定界图。各种地类：水浇地5.0449公顷、旱地1.0084公顷、园地0.4333公顷、其他农用地0.7852公顷、交通运输用地0.1451公顷。</p><p><br></p><p> <span style='color: rgb(0, 82, 255);'>（四）乐峰镇潭边村</span></p><p> 征收乐峰镇潭边村集体土地面积0.9145公顷，其四至：略，详见南安市2019-06-02地块勘测定界图。各种地类：旱地0.1141公顷、园地0.3423公顷、林地0.1272公顷、其他农用地0.0773公顷、城镇村及工矿用地0.0724公顷、交通运输用地0.0620公顷、未利用地0.1192公顷。</p><p><br></p><p><strong> 二、地上附着物的种类、数量，需要安置的农业人口的数量</strong></p><p><br></p><p> <span style='color: rgb(0, 82, 255);'>（一）石井镇和美村</span></p><p> 1．果树：无；</p><p> 2．地上建筑物及其他附着物：按实际情况估值补偿；</p><p> 3．需要安置的农业人口数量：36人。</p><p><br></p><p> 82, 255);'> （一）石井镇和美村</span></p><p> 1．水浇地每公顷62.40万元人民币，金额25.8398万元人民币；</p><p> 2．园地每公顷37.44万元人民币，金额0.2771万元人民币；</p><p> 3．其他农用地每公顷24.96万元人民币，金额1.3578万元人民币；</p><p> 4．城镇村及工矿用地每公顷9.9840万元人民币，金额1.6604万元人民币。</p><p> 合计数额29.1351元人民币，支付给被征收村集体及土地承包经营者，支付方式：银行转账支付。</p><p><br></p><p> <span style='color: rgb(0, 82, 255);'>（二）石井镇田东村</span></p><p> 1．水浇地每公顷62.40万元人民币，金额46.2010万元人民币；</p><p> 2．旱地每公顷37.44万元人民币，金额19.1069万元人民币；</p><p> 3．其他农用地每公顷24.96万元人民币，金额6.4122万元人民币；</p><p> 4．城镇村及工矿用地每公顷9.9840万元人民币，金额17.7116万元人民币；</p><p> 5．交通运输用地每公顷9.9840万元人民币，金额2.1805万元人民币。</p><p> 合计数额91.6122元人民币，支付给被征收村集体及土地承包经营者，支付方式：银行转账支付。</p><p><br></p><p> <span style='color: rgb(0, 82, 255);'> （三）石井镇镇仙景村</span></p><p> 1．水浇地每公顷62.40万元人民币，金额314.8017万元人民币；</p><p> 2．旱地每公顷62.40万元人民币，金额62.9241万元人民币；</p><p> 3．园地每公顷37.44万元人民币，金额16.2228万元人民币；</p><p> 4．其他农用地每公顷24.96万元人民币，金额19.5986万元人民币；</p><p> 5．交通运输用地每公顷9.9840万元人民币，金额1.4487万元人民币。</p><p> 合计数额414.9959元人民币，支付给被征收村集体及土地承包经营者，支付方式：银行转账支付。</p><p><br></p><p><span style='color: rgb(0, 82, 255);'> （四）乐峰镇潭边村</span></p><p> 1．旱地每公顷62.40万元人民币，金额7.1198万元人民币；</p><p> 2．园地每公顷37.44万元人民币，金额12.8157万元人民币；</p><p> 3．林地每公顷24.96万元人民币（非经济林地），金额3.1750万元人民币；</p><p> 4．其他农用地每公顷24.96万元人民币，金额1.9294万元人民币；</p><p> 5．城镇村及工矿用地每公顷9.9840万元人民币，金额0.7228万元人民币；</p><p> 6．交通运输用地每公顷9.9840万元人民币，金额0.6190万元人民币；</p><p> 7．未利用地每公顷9.9840万元人民币，金额1.1901万元人民币。</p><p> 合计数额27.5718元人民币，支付给被征收村集体及土地承包经营者，支付方式：银行转账支付。</p><p><br></p><p> <strong> 四、青苗的补偿标准和支付方式</strong></p><p><br></p><p> <span style='color: rgb(0, 82, 255);'> （一）石井镇和美村</span></p><p> 耕地每公顷3.0万元人民币，金额1.2423万元人民币，支付方式：银行转账支付。</p><p> <span style='color: rgb(0, 82, 255);'> （二）石井镇田东村</span></p><p> 耕地每公顷3.0万元人民币，金额3.1398万元人民币，支付方式：银行转账支付。</p><p><br></p><p> <span style='color: rgb(0, 82, 255);'>（三）石井镇镇仙景村</span></p><p> 耕地每公顷3.0万元人民币，金额18.1159万元人民币，支付方式：银行转账支付。</p><p><br></p><p> <span style='color: rgb(0, 82, 255);'> （四）乐峰镇潭边村</span></p><p> 耕地每公顷3.0万元人民币，金额0.3423万元人民币，支付方式：银行转账支付。</p><p><br></p><p> <strong> 五、农业人员的具体安置途径</strong></p><p><strong><br></strong></p><p> 石井镇和美村、田东村、仙景村分别需要安置农业人口36人、99人、741人；乐峰镇潭边村需要安置农业人口7人，按南安市人民政府关于被征地农民社会保障措施落实安置。</p><p><br></p><p><strong> 六、本方案经市人民政府批准之日起</strong>，上述被征地的相关权利人，持相关证明材料分别到石井、乐峰国土资源管理所办理有关补偿费用的签收手续，如无正当理由拒不办理补偿费用签收手续的，可由公证机关依法将相关权利人的有关补偿费用进行提存，并告知相关权利人，即视为有关补偿费用支付完毕。</p><p><br></p><p> <strong>七、根据《中华人民共和国土地管理法实施条例》</strong>第二十五条和《福建省实施〈中华人民共和国土地管理法〉办法》第二十四条的规定，征地补偿、安置的争议不影响征收土地方案的实施，被征收土地范围内的土地所有权人、土地使用权人、地上附着物所有权人应当服从，不得阻挠。</p><p><br></p><p> <strong>
