16px;">“园区成立之初，便面临保障项目落地的任务。”吕全福回忆，当时需在短时间内完成项目所在地及其周边基础设施建设所需的3000余亩土地的征地拆迁，时间紧、任务重，园区积极向上争取，抽调了200多名干部投入项目征迁工作，仅用100天完成项目前期3000余亩土地征迁和平整工作。</span></section><section style="text-align: 16px;">其中的“硬骨头”当属堆放在征迁范围内的大量荒料。荒料不像田地、房屋，它体积大、重量大，不易搬移。如何在短时间内完成清理？成为老大难问题。</span></section><section style="text-align: justify;text-indent: 2em;"><span style="font-size: 16px;">2018年1月，石井镇重大项目指挥部成立了荒料搬迁小组。前期，小组成员奔波于村子的各个角落，对荒料堆放数量、面积等进行摸底调查，并现场踏勘测绘，登记在册。根据统计，需搬移荒料有26万立方米，占地1000多亩，共涉及100余家荒料主。</span></section><section style="text-align: justify;text-indent: 2em;"><span 16px;">“石井的前景很好，我们也想跟上时代步伐，现在不是都在提产业转型升级吗？我们也想转型。”荒料主老李坦言，然而荒料销售需要时间和机遇，在售出前，如何搬迁、搬到哪里，他们也很头疼。</span></section><section style="text-align: justify;text-indent: 2em;"><span style="font-size: 16px;">“统一集中放置，尽可能减少荒料主的损失。”荒料搬迁组成员召开协调会，并达成共识，帮助荒料主寻找适合的放置地点，为了避免二次搬移，所定的放置点还须在现有开发规划之外，且短期内不会开发。</span></section><section style="text-align: justify;text-indent: 2em;"><span style="font-size: 16px;">然而，在统一安置、对接企业销售、荒料主自行解决后，仍有3万多立方米的荒料“无处可去”。为此，荒料搬迁组多次探讨协商，最后决定创新模式，向空间要效益，吸纳剩余荒料。随即，政府投入190多万元建设占地6000多平方米的临时行吊场，为群众搬迁荒料提供场所。如此做法得到了荒料主们的认可，纷纷出动装载车配合荒料搬迁。</span></section><section
