letter-spacing: 2px; margin-right: 10px; margin-left: 12px;"><p style="text-align:center;"><strong>南安市人民政府拟征地补偿安置方案公告（石井镇后店村社区公园项目）</strong></p></section><section style="width:25px;margin-bottom:unset;"><p><span class="wxart_image" wx-style="display:inline-block;display:block;width:100%;vertical-align:bottom;"></span></p></section></section><section style="font-size: 14px;letter-spacing: 2px;line-height: 1.75;margin-top: 15px;margin-bottom: 15px;"><p style="text-indent:2em;"><span style="font-size:16px;"></span></p><p style="text-indent:2em;"><span style="font-size:16px;">为实施南安市人民政府国民经济和社会发展规划、国土空间规划，根据《中华人民共和国土地管理法》等法律法规的规定，经组织土地现状调查、社会稳定性风险评估，现就石井镇古山村文化墙绿化项目拟征地补偿安置方案公告如下：</span></p><p style="text-indent:2em;"><span style="font-size:16px;"><br></span></p><p><span style="font-size:16px;"> <strong>一、拟征收土地的地块位置、目的</strong></span></p><p><span style="font-size:16px;"> 石井镇后店村社区公园项目，位于石井镇后店村。</span></p><p><span style="font-size:16px;"> 为政府组织实施的生态环境公共事业需要用地，符合《中华人民共和国土地管理法》第四十五条规定。</span></p><p><span style="font-size:16px;"><br></span></p><p><span style="font-size:16px;"> <strong>二、拟征收土地权属、地类、面积</strong></span></p><p><span style="font-size:16px;"> <strong><span style="color: rgb(217, 33, 66);">拟征收石井镇后店村集体土地1.2299公顷。</span></strong>其中水浇地1.0673公顷、田坎0.1626公顷。</span></p><p><span style="font-size:16px;"> 经调查，拟征收石井镇后店村集体土地1.2299公顷未承包到户（水浇地1.0673公顷、田坎0.1626公顷），属村集体所有。</span></p><p><span style="font-size:16px;"><br></span></p><p><span style="font-size:16px;"> <strong>三、补偿标准</strong></span></p><p><span style="font-size:16px;"> 根据《福建省自然资源厅关于调整征地区片综合地价标准的通知》（闽自然资发〔2023〕53号）以及《南安市人民政府关于调整征地区片综合地价标准的通知》（南政规〔2023〕7号）、《南安市人民政府办公室关于印发石井镇征收集体土地及集体土地上房屋补偿安置工作实施方案的通知》（南政办〔2017〕214号）、《南安市人民政府办公室关于印发石井镇征收集体土地及集体土地上房屋补偿安置工作实施方案补充规定的通知》（南政办〔2018〕136号）的规定，征收土地统一采用区片综合地价标准进行补偿，土地补偿费和安置补助费按征地区片综合地价乘以地类调整系数计算。<strong><span style="color: rgb(217, 33, 66);">石井镇后店村属Ⅱ级区片，征地区片综合地价78万元/公顷，分地类设立调整系数，地类调整系数分别为耕地（永久基本农田）1.0，除耕地以外的农用地0.6，建设用地1.0，未利用地0.5。</span></strong></span></p><p><span style="font-size:16px;"> <span style="color: rgb(217, 33, 66);"><strong>青苗补偿标准3万元/公顷。</strong></span>地面房屋及其他建、构筑物等补偿标准按照《南安市人民政府办公室关于印发石井镇征收集体土地及集体土地上房屋补偿安置工作实施方案的通知》（南政办〔2017〕214号）、《南安市人民政府办公室关于印发石井镇征收集体土地及集体土地上房屋补偿安置工作实施方案补充规定的通知》（南政办〔2018〕136号）文件执行。</span></p><p><span style="font-size:16px;"> 土地征收、房屋拆迁由石井镇人民政府组织实施。</span></p><p><span style="font-size:16px;"><br></span></p><p><span style="font-size:16px;"> <strong>四、安置途径</strong></span></p><p><span style="font-size:16px;"> 1.涉及农用地、建设用地的按照货币补偿安置方式：本次征收土地范围内未涉及地面房屋及其他地上物。</span></p><p><span style="font-size:16px;"> 2.本次征地未涉及需安置农业人口。根据《福建省征地补偿和被征地农民社会保障办法》（省政府令第177号）规定，符合《南安市人民政府关于印发南安市被征地农民社会保障实施意见的通知》（南政文〔2017〕511号）等规定条件的被征地农民，纳入养老保障范围，实行统一管理，统一筹资标准，统一养老保障待遇，由当地镇（街）、社保部门、自然资源主管部门按规定程序办理。</span></p><p><span style="font-size:16px;"> 3.被征地农民社会保障按《南安市人民政府关于印发南安市被征地农民社会保障实施意见的通知》（南政文〔2017〕511号）等规定执行。</span></p><p><span style="font-size:16px;"><br></span></p><p><span style="font-size:16px;"> <strong>五、异议反馈</strong></span></p><p><span style="font-size:16px;"> 拟被征地村集体经济组织应按照《村民组织法》的有关规定，组织召开会议，充分征求各权利人意见，并讨论研究决定。拟被征收土地四至范围内的农村集体经济组织及其成员、村民委员会和其他利害关系人，如对征地补偿安置方案如有不同意见，应当在本公告之日起三十日内以书面形式向所在地石井镇人民政府提出异议或提起听证申请。</span></p><p><span style="font-size:16px;"><br></span></p><p><span style="font-size:16px;"> <strong>六、补偿登记</strong></span></p><p><span style="font-size:16px;"> <span style="color: rgb(217, 33, 66);"><strong>本公告之日起三十日内，拟被征收土地四至范围内的所有权人、使用权人，应持不动产权属证明材料，到所在地石井镇人民政府办理补偿登记。</strong></span></span></p><p style="text-align:right;"><span style="font-size:16px;"> </span></p><p style="text-align:right;"><span style="font-size:16px;">南安市人民政府</span></p><p style="text-align:right;"><span style="font-size:16px;"> 2023年11月28日</span></p></section></section></section><section style="margin-bottom: unset;"><p><br></p><section style="margin-bottom: unset;
